PUBLIC NOTICE: FAILURE TO REPORT
Failure to Comply with a Rule Requirement |
DRINKING WATER NOTICE
City of Winthrop water has failed to prepare, submit, complete, and have an accessible Service Line Materials Inventory
Our water system, City of Winthrop, failed to comply with the federal Lead and Copper Rule Revision requirement to prepare, submit, complete, and have an accessible Service Line Materials Inventory for our water system. Our water has received a monitoring reporting violation for not submitting to the state, and a treatment technique violation for not having it prepared, completed, and accessible to the public. Even though this was not an emergency, as our customers, you have a right to know what happened and what we are doing to correct the situation.
We are required to complete a Service Line Materials Inventory to the state by 10/16/2024. The completion of the inventory provides the state, EPA, and our customers information on service line materials information that exists in our water system based on a review of the best available records our water sytem. By the due date of 10/16/2024 we did not submit nor complete the inventory and therefore do not have all of our inventory information accessible to the public. Our submission was sent and completed on 10/24/2024.
What should I do?
There is nothing you need to do at this time. You may continue to drink the water. The water is safe. If a situation arises where the water is no longer safe to drink, you will be notified within 24 hours.
What is being done?
Our water system, the City of Winthrop, will continue to work through preparing, submitting and completing the inventory. Upon completion of the inventory additional notifications will be provided to those homes that include lead service lines, galvanized requiring replacement service lines, and unknown service lines within 30 days of completion to meet additional rule requirements. Service Line Materials Inventory information will be available at https://maps.umn.edu/LSL/.
Health Effects of Lead
The intent of the inventory is to identify locations where water system lead components may exist so consumers can be aware. If lead components are found, the water system may be required to replace those service lines in the future. Exposure to lead in drinking water can cause serious health effects in all age groups. Infants and children can have decreases in IQ and attention span. Lead exposure can lead to new learning and behavior problems or exacerbate existing learning and behavior problems. The children of women who are exposed to lead before or during pregnancy can have increased risk of these adverse health effects. Adults can have increased risks of heart disease, high blood pressure, kidney, or nervous system problems.
