Welcome to Winthrop!
Like many cities the City of Winthrop controls some aspects of city life with permitting. Generally this is to be compliant with state regulations or local ordinances. The following are the most common permits that new residents require.
The City of Winthrop provides the following utility services: Water, Sewer, Electric, Garbage/Recycling.
Utility meters are read on the 20th of the month. If the 20th of the month falls on a weekend or Federal holiday, they are read the very next Monday. Bills are printed at city hall and sent out towards the end of the month.
Bills are due by the 15th of each month. Bills that are unpaid do receive an 8% service fee. Bills can be paid online, in person at City Hall or by placing your payment in the payment box at 305 N Main St. Winthrop, MN 55396 (located at the entrance to the parking lot at City Hall). For online payment, use the ONLINE PAYMENT option at the top right of the page.
All utility customers need to fill out a utility application before services will be connected. A deposit of $150.00 is due prior to hookup. Deposits will be credited to your utility account if you are successful at paying all 12 months of the first year on time. Or refunded if the customer moves out early or at the end of 1 year.

Garbage is collected weekly on Thursday morning. Please have your cans at the street curb by 5AM or place them out the night before. During snow removal we ask residents be mindful of putting your cans out too early. Recycling day rotates every other week. A calendar can be pickup at city hall. Garbage Rates: (Monthly Charge)

- Recycling $3.25
The city does have budget billing, but only after the first year of recorded data. That information can be found on the utility page.

Each year city council passes an update on fees associated with ongoing services. It covers a variety of fees involved with Ambulance, Fire, updated Utility fees and rates, etc. That can also be found on the utility page.
There are many churches, civic organizations, and activities to get involved in. There are always new groups forming and adding new social networks within the city. Maintaining Property Standards – Compost Site Information
The City of Winthrop encourages all residents to maintain their properties in accordance with local code by keeping grass trimmed, controlling weeds, and clearing sticks and branches. To support these efforts, the City provides a free compost site for resident use, conveniently located at 103 S. Main Street (behind the City Street Shop and adjacent to South Park).
The site includes two main areas:
Orange Bin: For leaves and brush.
Open Area: For sticks and branches under 4 inches in diameter.
For disposal of larger branches, please contact City Hall at 507-647-5306 ext. 1 for guidance.
To keep the site clean and accessible for everyone, please do not leave plastic bags, garbage, household waste, cardboard, or any non-compostable materials. Residents are expected to leave the area clean for the next user.
Public Works staff monitor the compost site daily. While the site may occasionally appear full, materials are typically removed within 24 hours. If the bins are full, you are welcome to leave your compost neatly beside the designated areas.
